IN ADDITION. I don't know if Hecate put those ranks on those jutsu, but I CERTAINLY wouldn't rank them that high. I wouldn't give this guy Genin if he BEGGED for it. After the other Kage we've accepted, we need to tell this guy no. Not until he shows better skills. The app was VERY painful to read, but that could just be the three years I spent in high school on Yearbook and School Newspaper staff.

After overlooking the application myself, I do not believe he is qualified for the position of Raikage, even if he -did- have proper grammar. His History is to short, his RP sample is to short, and his crap is just horrible overall. I vote no.
